And now they are proposing new lower nicotine levels in most tobacco products.
The FDA has proposed limiting nicotine levels in pipe tobacco to 0.7 milligrams per gram of tobacco, which would make the products minimally or nonaddictive. This is a significant reduction from the current nicotine levels in cigarettes and other combusted tobacco products.

- E-cigarettes
- Nicotine pouches
- Noncombusted cigarettes
- Waterpipe tobacco (hookah)
- Smokeless tobacco products
- Premium cigars
So, looks like the habit of people buying up bulk pipe tobacco and rolling it into higher quality cigarettes has caught up to the government knowledge.
Sad thing is, those folks probably smoke what amounts to a pack a day. Those of us that smoke pipes may smoke 2 ounces of tobacco in a week or more.
This is going to really impact the products offered. Their ultimate goal is to stamp out tobacco use here in the United States except for those rich who can afford it.
